Purpose
USAID funded e-Gov Project has developed a "site builder" for electronic, automated distribution of various State benefits which eliminates bureaucracy and provides a tool for any Government institution to distribute benefits in a fully fair and transparent way the citizens also can fully trust.

Application functionalities
The Site Builder incorporates all necessary features to check if applications are valid and to calculate the rank list based on the criteria inserted for that specific application. It incorporates all necessary features for obligatory on-line applications but can be used also if applications have been submitted on paper. It is simple enough for any trained person to adapt to the need of almost any specific distribution purpose.

Status
So far the "site builder" has been used by the Ministry of Transport and Communications to distribute so called "social apartments" to citizens with low income and by the Ministry of Education and Science for distribution of student dormitories. For the latter the students had as well to apply on line.
