Automated
allocation of cargo transport licenses
Increased transparency and fairness in allocation of licenses
Purpose
Significantly reduce the administrative burden
on truckers and Ministry of Transport and Communication alike and
put end to a distribution system that has been perceived as non-transparent,
subjective and corruptive.
The system will automatically check
all information relevant for calculating the number of licenses
for the applicants. This eliminates any possibility for any trucker
to get unduly many licenses by cheating.

data bases.
- Automated evaluation of the applications and allocation of licenses.
- Online submission of monthly reports.

- Ministry of Transport and Communication.
Specific
Benefits
Increased efficiency and transparency of MoTC in the process of
allocating transport licenses.
- Less time and people needed
to handle the applications and to do the evaluation/allocation
process
- Transport licenses allocated in a fair and non-biased manner
- Decreased number of dissatisfied transporters and lodged complaints
- No possibility for truckers to cheat.
Status
At a public event held 19th November 2006 the licenses for 2007
were distributed by the system in front of all truckers. The distribution
was hailed as a great success in creating a fair distribution of
the licenses. However, for those licenses the truckers still had
to apply in paper form.
By adding the module for applying
online, and making use of this system mandatory, in October 2007
3400 transport companies were provided with their accounts. Total
of 936 companies used the system to apply for their 2008 licensees.
All provided information was checked by the system against the relevant
data bases of various public institutions. The process was closed
with the electronic distribution.
